Update Regarding China’s National Intellectual Property Administration (CNIPA) IP Pilot Program

The National Law Review reported China’s National Intellectual Property Administration (CNIPA) released a notice announcing a pilot program for further emphasizing improving the environment for intellectual property in five (5) cities - - Beijing, Shanghai, Chongqing, Hangzhou, Guangzhou, and Shenzhen. The Notice highlights three (3) objectives for the pilot program. The first objective asks the intellectual property bureaus in the pilot cities to work in collaboration to strengthen the planning and coordination between the different departments and entities involved. The second objective asks intellectual property management departments in the pilot cities to develop a pilot implementation plan for “一市一策” (translation: one city, one policy).  A template is provided in Annex 2 of the Notice and must be submitted to the Public Service Department of the CNIPA before July 15, 2025. The third objective asks for support and encouragement of provincial-level intellectual property bureaus by taking an active role in promoting and accomplishing the goal of optimizing the business environment in the field of intellectual property.  An annex of the notice provides a list of 18 key pilot tasks for the pilot cities.
